Defensive Counter-Surveillance Systems for UAE Offices
Defensive & Counter-Surveillance Technologies
Information rarely leaves a company through the front door
It leaves through a boardroom that stays unlocked overnight, a chauffeur-driven car used for calls, a hotel suite booked for a negotiation, or a phone that someone else has handled. Inside Risk Management FZCO provides counter surveillance services in Dubai and across the UAE from our operational base at the Dubai World Trade Center, pairing technical inspections with the investigative capability to establish what a finding actually means for your business.
The situations that prompt a first call
Information surfaces where it should not
A competitor, counterparty or former colleague acts on a position that was only ever discussed in a closed room.
A pattern across negotiations
Offers are countered before they are tabled, in more than one deal, with more than one party.
Access you cannot fully account for
Fit-out contractors, cleaning teams, agency staff or a departing employee who held keys to a sensitive floor.
A change in circumstances
Litigation, a shareholder dispute, an internal investigation, a restructuring or an imminent transaction.
Devices behaving unusually
Battery drain, unfamiliar network connections or interference on calls. Weak on their own, but worth reading alongside everything else.
Physical traces in a room
Fresh marks around sockets, smoke detectors or ceiling tiles, or fittings that have moved with no maintenance record to explain it.
Capabilities
Defensive and counter-surveillance technologies
Technical surveillance countermeasures
Our TSCM inspections combine radio frequency spectrum analysis, thermal imaging, non-linear junction detection and disciplined physical search of the rooms that matter.
Mobile and endpoint assessment
Executive handsets travel through more environments than any boardroom does, so a mobile threat assessment examines devices for spyware, trojans and unauthorised monitoring software.
Secure communication
Where discussions continue after everyone leaves the room, secure communication tools keep sensitive exchanges off consumer messaging platforms and ordinary carrier channels.
Meeting protection with GuardianWave
The INSIDE GuardianWave range is designed to introduce ultrasonic interference intended to reduce the effectiveness of compatible concealed audio-recording devices during sensitive meetings, subject to the characteristics of the environment and the recording equipment concerned.
Phishing simulation
Technical controls rarely fail first. Controlled simulation shows which teams and which roles are most likely to open the door, and what training will change that.
Managed detection and response
Continuous monitoring for cyber risk indicators across your estate, with analyst review so that alerts arrive with context rather than as raw volume.
How a technical security assessment runs
Confidential briefing
Held away from the premises in question. We agree scope, build a threat profile, and decide who inside your organisation should know the inspection is happening at all.
Preparation and baseline
Floor plans, access records and the local radio frequency environment are reviewed in advance, and timing is chosen so the visit does not announce itself.
On-site inspection
Physical search, spectrum analysis, thermal imaging and junction detection across rooms, furniture, cabling, telephony and, where in scope, vehicles and devices.
Report and remediation
A written report with method, photographs, findings and prioritised recommendations, followed by support on the changes that reduce recurrence.
On site
What the team actually inspects
A credible inspection is not a walk through with a handheld detector. Devices that transmit only in short bursts, or that record locally with no transmission at all, will not answer a radio frequency sweep alone, so the work layers several detection methods over a methodical physical search.
- Walls, ceiling voids, floor cavities and the furniture in the target rooms
- Power, data and telephony outlets, and the cabling behind them
- Smoke detectors, clocks, lighting, air conditioning units and audio-visual equipment
- Wireless activity across the frequency ranges in use at the site
- Semiconductor traces inside objects, whether powered, dormant or switched off
- Vehicles, including tracking devices on bodywork and audio devices in cabins
- Executive phones, laptops and removable media where these are in scope

If a device is found, what happens next in the UAE
The instinct is to pull it out immediately. That instinct is worth resisting for a few minutes. Removing a device destroys much of its evidential value, and it tells whoever placed it that they have been detected, which closes off every option you might otherwise have had. Our teams document position, condition and capability first, photograph the device in place, and maintain continuity of handling so that the material can support a police complaint, a disciplinary process or civil proceedings if you choose to pursue one.
Inside Risk Management FZCO is a technical and investigative provider. We are not a law firm and we hold no law enforcement powers, so we document findings to an evidential standard and work alongside your counsel and, where you decide to involve them, the competent authorities. Decisions on criminal complaints, employment action and civil claims properly sit with your legal advisers, and this page is general information rather than legal advice.
A sweep tells you what. An investigation tells you who.
- A device is located and the room is cleared
- No view on who had the access to place it
- The same exposure returns after the next contractor visit
- The board receives a finding, but not a decision it can act on
- Findings mapped against access logs, works orders and recent departures
- Integrity and background checks on parties with a plausible motive
- Corporate intelligence on the counterparty in the deal that leaked
- A recommendation the board can put to counsel or to HR
This is where the two halves of the firm meet. When a technical finding raises questions about insiders, suppliers or a counterparty, the same engagement can move into a corporate internal investigation without you briefing a second provider from scratch, and without the sensitivity of the matter widening any further than it has to.
What to verify before appointing a provider
| What to check | Why it matters |
|---|---|
| Regulatory standing | Dubai's private security sector is regulated, with company and personnel licensing administered through the Security Industry Regulatory Agency under Dubai Police. Ask any provider which activities they are authorised to carry out, and in which emirate. |
| Written scope before mobilisation | The scope should name the rooms, vehicles and devices included, and state what is excluded. Ambiguity at this stage is where most disputes about a sweep begin. |
| Detection methods | Spectrum analysis alone will not find a dormant recorder or a device that transmits in bursts. Confirm that non-linear junction detection, thermal imaging and physical search are part of the method. |
| The deliverable | A verbal all clear cannot be used with a board, an insurer or a court. Ask for a written report covering method, findings, photographs and prioritised recommendations. |
| Data handling | Floor plans, access records and executive device data are highly sensitive. Ask how that material is stored, for how long, and on what basis, consistent with UAE personal data protection requirements. |
| Independence | If a provider also supplies your building's security systems or your guarding staff, consider whether that sits comfortably alongside an inspection where insider access is part of the risk being examined. |
Frequently asked questions
What is included in a counter-surveillance inspection?
A typical engagement covers a physical search of the rooms in scope, radio frequency spectrum analysis, thermal imaging, non-linear junction detection, inspection of power, data and telephony infrastructure, and a written report. Vehicles, mobile devices and network review are included where the threat profile calls for them, and each of these is agreed in the scope before the team mobilises.
How long does an inspection take?
Duration follows the size and complexity of the environment rather than a fixed schedule. A single boardroom can usually be completed within a few hours, while a full executive floor, a villa or a mixed scope covering vehicles and devices is planned across a day or more. We confirm the expected time, and the cost, before the engagement begins.
How often should sweeps be scheduled?
Periodic inspections suit organisations with a standing risk profile, and many clients pair a regular cycle with event-driven inspections before board meetings, transaction milestones or sensitive negotiations. The right interval depends on how often the space is accessed by people outside your control, which is usually a more useful measure than the calendar.
Will the inspection disrupt our office?
Work is normally scheduled outside business hours or during planned downtime, and teams attend without branding or anything else that signals the purpose of the visit. Discretion is a functional requirement rather than a courtesy: an inspection that is visible to everyone in the building tells anyone with an interest exactly when to pause their activity.
What happens if a device is found?
We secure the area, document the device in place, and record its position, condition and capability before anything is moved. You then receive an assessment of what the device could realistically have captured and over what period. From there, options include preserving it for a police complaint, supporting an internal disciplinary process, or removal and remediation, and the decision is yours to take with your legal advisers.
Do you cover locations outside Dubai?
Yes. Our operational base is at the Dubai World Trade Center and we work across the UAE, including Abu Dhabi and Sharjah, and into the wider GCC. The firm also operates a multi-office international network with its headquarters in Switzerland, which matters for clients whose exposure crosses borders alongside their executives.
How is confidentiality handled?
Engagements are handled on a need-to-know basis, and one of the first questions in the briefing is how few people inside your own organisation need to be aware of the inspection. Reporting is delivered to the named recipient you nominate, and supporting material is retained under controlled conditions consistent with UAE personal data protection requirements.
Request a confidential security assessment
Tell us where the sensitive conversations happen and we will scope the inspection around them, with certainty on cost, on timing and on what you receive at the end.
